CUBA: Travel Transactions Authorized

The Obama Administration has previously authorized US persons to travel to Cuba without OFAC licenses for purposes such as market research, commercial marketing, sales or contract negotiation and so forth when those activities are consistent with the Commerce Department’s licensing policies.

On January 27, 2016, the Commerce Department expanded its list of exports for which it is inclined to grant case-by-case licenses to include items related to disaster preparedness, education, agricultural production, artistic endeavors, food processing and public transportation. OFAC correspondingly expanded one of its general licenses to authorize most transactions that are directly related to such travel that is in turn related to possible exports of such items.
